City Utilities

City utility bills are mailed to customers by the first of each month. Bills are due in City Hall by the 20th of each month. Payments made after the 20th are subject to a $15.00 late fee. Residents are then given 7days before water is cutoff and a $50 fee is added to the account. Residents are allowed one late bill per 12 month period without penalty. The City requires a $150.00 utility deposit fee on every account. The deposit is refunded after 24 consecutive months without penalty, or at the time of cancellation of service, provided the account is paid in full.

Fill out the form and drop it off at city hall with a voided check or scan and e-mail to utilitybillingclerk@cityoflisbon-ia.gov.
Drafts are not in effect until you see "PAID BY DRAFT" printed on your bill. Until this time, please continue to pay your bill using another form of payment.

Dog Licensing

Dog licensing is available all year long. A nominal $5.00 fee gives the owner a tag that allows easy identification if the dog ever becomes lost. To get your dog tag please bring $5.00 and your pet rabies vaccination proof to City Hall. Dog licenses are good for 3 years. An updated copy of rabies vaccines must be on file at all times.
Filling Personal Pools
PURPOSE: The purpose of the City of Lisbon’s Filling of Personal Pools Policy is to establish guidelines when requests are made from citizens asking for the City’s assistance in the filling of their private pool.
GENERAL PROVISIONS: When City Staff are presented with a request from a citizen for the City’s assistance with filling their private pool, all employees (full-time, part-time, or volunteer) shall advise the citizen of the following choices:
Option 1: The homeowner may fill their pool using a hose attached to the outside faucet of their residence. The homeowner will then be billed on their next utility bill. Sewer charges will be charged for all water consumed.
Option 2: The homeowner may request that the City install a separate meter for metering water consumption for an outside faucet. The homeowner will pay for the cost of the meter and installation of the meter. Installation must be performed by a plumber qualified for such installation. The homeowner will then be billed monthly for water consumption only.
Winter Weather Notices
Street/Sidewalk Clearing Order- Streets and sidewalks will be cleared in the following sequence:
A) Fire Station
B) Main Street and all snow routes
C) Bike trail-South St. to school, also short sidewalk on S. Washington
D) Downtown sidewalks (SE Linn 1st, Library 2nd, History Center 3rd)
E) City Hall sidewalk and parking lot
F) Fairway Drive
G) All other streets, alleys, and bike trail on W Main
H) Make sure all streets are back to curb, especially Novak Addition
Sidewalks - Residents must remove snow and ice on sidewalks within twenty-four (24) hours after a measurable snowfall. In the case of ice where removal is not possible, sand or other covering must be place.
Snow or ice not removed in a timely manner will be removed by city employees and the property owner will be billed for all expenses.
Dumping of Snow - Snow or ice thrown, pushed or placed into the traveled portion of a street or alley so as to obstruct gutters or impede the passage of vehicles upon the street or alley or to create a hazardous condition, is unlawful and will be removed at the property owner’s expense.
Bike/Pedestrian Path - The Bike/Pedestrian Path is within a rural area and will be cleared of snow and ice as time permits and after other streets are cleared.
Fire Hydrants - It is very important that the Fire Department has access to the hydrants in case of emergency. If you have a hydrant near your residence, please clear the snow away. A big thank you from the City and the Fire Department!
Water Meter Readers - Keep access to outside water meter reader clear of snow. If your meter is within a fenced area, please keep gate unlocked and clear.
Emergency Snow Routes - Please remove cars from City streets during snow removal. A map of the emergency snow route is on the city website.
